The Utah Transit Authority (Authority), Salt Lake City, Utah, is requesting proposals (RFP) from responsive, responsible persons or firms to furnish tires and tires services on a lease basis. It is the responsibility of the Proposer to assure that its proposal arrives at the designated location by the specified time stated above. This project will be financed with financial assistance from the Federal Transit Administration (FTA) of the United States Department of Transportation. The contract awarded will be subject to the financial assistance contract between the Authority and the U.S. Department of Transportation. All offers will be required to sign the following certifications, Affirmative Action and Equal Employment Opportunity Statement, Buy America Certifications, Certification regarding Debarment and Suspension, Certification of Restrictions on Lobbying, and Cargo Preference-Use of United States Flag Vessels. The Contractor will be required to comply with all applicable and equal employment laws and regulations. The Utah Transit Authority in accordance with Title VI of the Civil Rights Act of 1964, as amended, and 49 CFR Part 26, will afford Disadvantaged Business Enterprises (DBE's) full opportunity to respond and will not discriminate against any interested firm or person on the basis of race, color, sex or national origin in the review of qualifications or contract award. Responsive, responsible firms will be required to address the utilization of DBE's in their proposal documents submitted. The Authority has assigned a Race Neutral DBE goal for this project. Any name appearing on the Comptroller General's List of Ineligible Contractors for Federally Financed and Assisted Construction, Materials or Equipment Contracts is not an eligible proposer. By requesting and accepting this procurement package, UTA is not obligated to award any contract or to pay any costs incurred in preparation of a response. UTA reserves the right to waive any minor irregularities and/or informalities, to reject any and all proposals for sound business reasons, to re-advertise and to award contracts in the best interest of UTA.
